A vizsgálatok eredményei alapján megállapítható, hogy a zöldség- és gyümölcságazatok versenyképesek, de a versenyképesség évről évre csökken. A versenyképesség romlása az uniós csatlakozással nem szűnt meg, sőt erősödött, ami részben az ágazat felkészületlenségének, részben a 2004. évi bő termésnek és a 2005. év kedvezőtlen időjárásának köszönhető. Kedvezőtlen eredmény az is, hogy a pozícióromlás legnagyobb mértékben a célpiacokon észlelhető. A termékköröket külön elemezve látható, hogy a versenyképességi mutatók a legkedvezőbbek a feldolgozott termékeknél. Ezt követik a friss zöldségek. Applying Sustainable Value Methodology for Hungarian Agriculture AgEcon

The Sustainable Value method is a promising approach for accessing sustainability performance of a given activity using the concept of opportunity cost and the performance of a given benchmark. In this study the performance of the Hungarian agriculture is studied. Using FADN data for the period of 2002-2006, the possible effect of the EU accession on agricultural production is examined. Structural, economic and human factors are considered in order to gain better understanding of the differences.

CHANGES IN THE STRUCTURE OF AGRICULTURAL PRODUCTION, FARM STRUCTURE AND INCOME IN HUNGARY IN THE PERIOD OF 2004-2006 AgEcon

This study reviews the major changes in Hungarian agriculture that occurred between 2004 and 2006. Subjects investigated will include the structural shift towards crop production, the drastic decrease in the foreign food trade balance, and agriculture’s deteriorating capacity to sustain and retain a rural population. (Hereinafter: sustaining and retaining capacity of agriculture). The author will diagnose related problems, but will not offer any solutions. Nevertheless, he will present a perspective stipulating that Hungarian agriculture’s chronic problems require an agricultural strategy based on political consensus.

Croatia is very close to meeting the requirements necessary for becoming a member of the European Union (EU). On February 6, 2008, the European Enlargement Commissioner Olli Rehn said that accession negotiations with Croatia are moving ahead well. As in all new member states (NMS), the agricultural sector and food processing chain are core issues within the negotiation process. Factors Determining EU-Competitiveness of the Hungarian Agriculture: Trade policy approach AgEcon

As regards EU accession of Hungary one of the most important questions is how the adaptation of the Common Agricultural Policy (CAP) will affect the competitiveness of the Hungarian agriculture. Competitive effects of CAP can be revealed in several ways (quantitative, comparative analysis, simulations etc.) but the results may differ significantly. That is why it is interesting to compare the results of different methods. This paper concentrates on the competitive effects of changing trade policy by comparing the results of comparative analyses (producer prices, export subsidy systems and import protection) and simulations. Farming on the Edge in Poland. Options for Improving Farm Incomes for the Main Types of Farms after Joining the EU AgEcon

The aim of the paper is to examine the financial impacts of introducing the Common Agricultural Policy into the Polish farming sector after the accession to the EU. Aggregated results from farm level modelling using linear programming for 210 farm types representing the variety of Polish farms, and 90% of the agricultural sector are presented. The benefits of the negotiated subsidy arrangements are unequally distributed and only a partial solution to low farm family incomes.

Hope and reality: EU accession’s impact on Hungarian agri-food trade AgEcon

The principal aim of this article is to examine how Hungary’s agricultural trade has changed since EU accession and whether the country has managed to retain its position as a net exporter. After analysing the Eurostat database’s latest statistical data we concluded that Hungary’s agri-food trade position has deteriorated regarding both old and new EU member states. The central causes for this are not so much insufficient exports but rather a sharp rise in imports. Impacts of EU Accession on Hungarian Primary and Processed Agricultural Trade AgEcon

In 2004, Hungary joined the European Union (EU) along with nine other Central and Eastern European Countries, causing several changes in the field of agriculture. One of the major changes was the transformation of national agri-food trade. The aim of the paper is to analyse the effects of EU accession on the Hungarian primary and processed agri-food trade, especially considering revealed comparative advantages, by using recent data. Results suggest that EU accession raised the intensity of trade contacts but had a negative impact on trade balance. Modelling of the Slovak Agricultural Markets - AG-MEMOD Approach AgEcon

Slovak sectoral partial equilibrium econometric model based on AG-MEMOD approach is used to analyse the development of the selected Slovak agricultural markets after EU accession. Simulation results for cereals and meats are provided in this poster. Two scenarios are analysed: non-accession baseline and accession with adoption of single area payment scheme. EU accession is expected to increase prices of most products, the biggest increase of prices will occur in animal sector. Because of higher prices consumption will go down. Decrease of consumption will be mitigated by income growth. Production will not increase substantially due to decoupling of direct payments. Trade balance for majority of products will improve.

Polish Agriculture under Different Policy Scenarios: Impacts on Production and Farm Income AgEcon

The aim of the paper is to examine impacts of different rates of direct payments on production structures and farm incomes of Polish family farms after the accession to the EU. Analyses have been made for 2004, the assumed year of accession, with the use of a linear programming farm optimisation model. 15 farm types, further differentiated by soil quality, have been selected for the study. The modelling results show, that depending on the respective policy scenario (i.e. the rate of direct payments) the introduction of the Common Agricultural Policy (CAP) in Poland may cause some shifts in farm production. Prospects and Challenges in Lithuanian Agricultural Markets After EU Accession AgEcon

Medium-term prospects for key agricultural markets in Lithuania are analysed under alternative policies. Policy alternatives show the impacts of EU accession and also the impacts of implementing AP reforms in 2007. The model is a partial equilibrium, multi-commodity model where commodity prices are linked to key prices in major EU markets. The accession analysis shows significant impacts on production, prices, and even on relative prices. It indicates impacts on production and trade patterns. The Impact of EU Accession in Romania: An Analysis of Regional Development Policy Effects by a Multiregional I-O Model AgEcon

The objective of this article is to assess labour income and employment effects in Romania coming from rural development and structural policies defined in the proposed 2007-09 EU accession financial package. The methodology used is based on a multiregional I-O model derived by a three-stage estimation procedure. Main results show that EU accession will lead to large positive effects in Romania, which vary according to the region considered. In this connection, the South and the North- East regions are those on which benefits tend to concentrate. Land has had a crucial role in the rural-nationalist ideology, especially with respect to its scarcity. In this ideology the land itself embodies a symbolic meaning which could be referred to as the "national mother-earth" which must be protected from aliens. This was the reason why the governments of the ECE candidate countries asked and received a period of 7-12 years exemption from EU rules with respect to the free movement of capital for the purpose of purchasing agricultural land.

In the paper are depicted the lessons and the problems of functioning and restructuring of cooperative structures in agricultural sector in Bulgaria during the pre-accession period (1995- 2006). The unsolved institutional and legislative problems of these structures are shown in details. The purpose of the paper is to analyze and assess the status of the cooperative structures active in the agriculture and to offer concrete suggestions for their further adaptation to the EU legislation implemented in this area.

Turkey’s accession to the EU: what will the Common Agricultural Policy cost? AgEcon

At the EU Council in December 2004, European heads of governments decided to start EU accession negotiations with Turkey in October 2005. Various recent analyses assess the cost of applying the Common Agricultural Policy of the EU (CAP) to Turkey; most of them without taking into account the specific structure of the agricultural sector in Turkey, which would determine the receipts from EU funds. This paper assesses potential budgetary effects resulting from the application of the CAP to Turkey.
